Position Purpose:

To ensure sustainable human resource capacity building management through the provision of mechanisms for human


capital development and retention by providing strategic and operational leadership in the following areas:


Training and Bursary Management for TNPA

Skills Development planning, co-ordination and management

Build, manage and facilitate TNPA critical skills pipeline including YPTs, internships, learnerships and trainee programmes

Manage and facilitate registration of professional bodies.

Responsible for overseeing and guiding the management and reporting on BBBEE (Skills Development pillar)


Position outputs:

Ensure the provision of a comprehensive skills development and human resources capacity plan for Transnet National Ports


Authority in line with Transnet’s People Management strategy


Provide expert guidance and support to the organization on training best practice and regulatory requirements, e.g., BBBEE


Skills Development Management and Implementation; Workplace Skills Plan (WSP) management, learnerships/


apprenticeship programs, training programs, policies, training related contracts, international partnerships


Lead, develop and empower the Capacity Building team, provide strategic guidance to the TNPA training and development


fraternity


Facilitate and chair TNPA training committee forums


Oversee the co-ordination of the pipeline and bursary feeder channel management program for TNPA


Oversee the design, development and implementation of the TNPA Workforce plan


Provide guidance on and co-ordinate the implementation of leadership development initiatives


Oversee and provide strategic guidance on the implementation of OBML within TNPA


Oversee the capturing, monitoring and reporting of Training and Bursary data on SAP HCM


To act within the policies and procedures for Transnet and TNPA and periodically adjust the strategy, policies and


procedures that will guide the capacity building programs


Contribute to and participate in the development of Transnet Group policies and initiatives


Make recommendations to the various skills development or capacity building forums regarding the strategic direction for the


Capacity Building function at Head Office and ports/ business units and have input into the running of the function at port


level


Liaise and support HRBP in the regions on all capacity building matters


Represent TNPA at the Transport Education Sector Authority (TETA) and other related bodies


Engage with relevant stakeholders within the organization and outside to ensure that the capacity building initiatives are


current, through participation in the various portfolio business planning sessions and subsequent alignment of the People


management development plans


Prepare, monitor and control departmental annual budget to ensure that expenditure is in line with business plan


Oversee the identification, management and monitoring of capacity building risks and provide mitigation measures


Build mutually beneficial relationships with institutions of higher learning locally and internationally


Contribute to and participate in the Human Resource Development Corporate Social Investment programs


Qualifications & Experience:

B. Soc Science/ B. Comm/ BA/ BTech in Human Resources Development or Industrial and Organisational Psychology

8 – 12 years’ experience in the capacity building environment where 3 years is at management level

Requirement of Trust and Honesty in the handling of Finances as per the National Credit Act Amendment 19
